Manager: Alias Manager

Carbon fully supports the Alias Manager. However, background-only applications need to link against the non-user interface variants of the alias-resolving routines to keep from bringing in the user interface portions of the Alias Manager. The two new routines that you should use are ResolveAliasFileWithMountFlagsNoUI and MatchAliasNoUI.
